MCA Updates Residency Rule

In a move that no doubt anticipates the potential for two or more discussions later this season, the Manitoba Curling Association has moved to update its Residency Rule.

Both Kerry Burtnyk and Jeff Stoughton have recruited high-profile Albertans to strengthen their teams as they chase the elusive Olympic berth in 2010. Both Burtnyk and Stoughton qualified for the pre-Olympic Trials and team make-up is not impacted by province of residence for that event or the Olympic Trials.

Province of residence is an issue for players competing in a provincial championship but it may not be an issue for the athletes involved in the two most high-profile residency discussions.

For example, during a recent news conference Don Walchuk indicated that moving to Manitoba was not part of his plans. Kerry Burtnyk indicated that, if necessary, he would recruit a new third to play with him, Richard Daneault, and Garth Smith at the provincial level.

The wording of the MCA's current rule is clear.

.........All contestants must have had their principle residence in Manitoba since November 1 of the year prior to that National Championship.

There are stated exceptions for members of the military, students and persons who have changed residence as a result of a job transfer or similar employment circumstances.

The MCA believes it has strengthened the rule by establishment of the principle that athletes who enter any event leading up to and including provincial championships should be bona fide residents of Manitoba.

And by establishing the policy that participants may be called upon to provide proof of residency within the parameters of the current rule. The onus will be on the athlete to provide satisfactory proof of residency.

The rule clarification does not include any indication of what will be considered proof of residency.
